Project scope and objective

Wind Telecom, S.A. (the "Company" or "Wind") provides voice, data, and video telecommunications services in the Dominican Republic. The range of services provided include subscription-based television, internet access, voice and data services, and connectivity and interconnection through wireless transmission systems (MMDS, WiMAX, and point-to-point access through microwaves) and fiber optics. Wind was awarded a national concession and license to operate the 2.5 GHz to 2.7 GHz frequency segment for a period of 20 years. The Company has been operating since 2008 and as of December 2010 it employed approximately 350 workers.



The IIC will be supporting the Company’s national expansion plan with an equity investment of up to US$5 million. The Company’s expansion plan, which covers the municipalities of Moca, La Vega, Esperanza, San Cristóbal, San Pedro, and La Romana, among others, mainly comprises investments in infrastructure and television and internet reception equipment. The Company seeks to offer television services in areas not covered by IPTV or cable, where there is only satellite coverage, and internet and VoIP services in areas not covered by DSL or cable modem operators. The expansion plan will also strengthen the triple-play service. With this project, the CII seeks to support the national expansion of voice, data, and video telecommunications services in the Dominican Republic while supporting a proposal for innovative technology in a market with high growth potential.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
