Project scope and objective

Wind Telecom, S.A. (the "Company" or "Wind") provides television and telecommunications services in the Dominican Republic. The range of services provided include pay TV, Internet access, voice, data center, and connectivity and interconnection through wireless transmission systems (MMDS, WiMAX, and point-to-point access through microwaves) and fiber optics. Wind was awarded a national concession and license to operate the 2.5 GHz to 2.7 GHz frequency segment for a period of 20 years. The Company has been operating since 2008 and as of December 2009 it employed approximately 300 workers.


The IIC will be supporting the investment plan of the Company with a quasi-equity loan of up to US$5 million. The investment plan to be financed is focused on the cities of Santo Domingo and Santiago and includes a) telecom network deployment and offering of related services; b) pay TV services; and c) working capital. The CII, through this project, aims to promote access to telecommunications services and pay TV in the Dominican Republic while also supporting a proposal for innovative technology in a market with high growth potential.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
