Project scope and objective

Abengoa Chile S.A. is a company established in 1987 under Chilean law. Its main business lines include supplying infrastructure, as well as the construction, installation, operation, maintenance, and commercial operation of infrastructure for industrial facilities. Abengoa Chile S.A. is a subsidiary of Abengoa S.A., established in Seville, Spain.


Abengoa Chile S.A. would provide, on a build-own-operate basis, the requisite engineering, design, supply, construction, operation, and maintenance services for a double circuit 220 kV transmission line extending from the transmission towers of the Encuentro Substation (the main node of the Norte Grande Interconnected System – SING) to the string insulators of the transmission line’s entry portals to the future site of the Sierra Gorda Substation (hereinafter, the “Project”). The maximum power transmission would be 220 mega-volt-amperes (MVA), considering a power factor value of 0.98i.


Abengoa Chile S.A. would establish Transmisora Mejillones S.A. as a special-purpose company to carry out the Project and would likewise be the Borrower of the IIC loan. The proceeds from the IIC loan would be used to partially finance the Project’s construction and implementation.


Chile is the number one producer of copper, accounting for more than a third of the world’s copper production. Mining operations, such as the one being carried out by Sierra Gorda Sociedad Contractual Minera, are essential for Chile’s development.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
