Project scope and objective

The objective of Rio Cobre Water Treatment Plant (the “Project”) is to treat raw water from the Rio Cobre River, pump it into the newly replaced water pipeline and convey the treated water towards Kingston & St. Andrew, Portmore and Spanish Town in Jamaica to reduce the water shortfall. The Project is designed to replace the aged water pipeline, construct new water treatment facilities, and operate them with the proper maintenance to treat 15 million imperial gallons per day of raw water under a public private partnership agreement (the “Water Purchase Agreement”) between the National Water Commission (the “NWC) and the RCWL. Once the project is commissioned, the RCWL will operate and maintain the Project for a period of 23 years, with an option to renew by mutual agreement with the NWC for an additional 5 years.

Subject to due diligence, IDB Invest will provide up to US$30 million equivalent in Jamaican dollars as a part of syndicated loans for the RCWL. The project cost is approximately US$75 million in JMD equivalent, and the requested financing amount from the RCWL is up to US$60 million in Jamaican dollar equivalent by means of syndicated loans. The funds raised will be used to finance, build, and commission the Project.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
