Project scope and objective

The Caruquia project consists of building and operating of a hydroelectric plant to be located on the Guadalupe River in the Department of Antioquia, located 95 km north of Medellin. The plant will have an installed capacity of 9.8 MW, which will generate 59.8 GWh of clean energy per year. The engineering designs, construction, and supervision of the civil works for the project will be undertaken by HMV, a major engineering firm in Colombia with vast experience in energy-related EPC projects. The plant is expected to start operating commercially in 2010.


With this operation, the IIC will be supporting the development of a hydroelectric project in Colombia by providing the long-term financing—up to fifteen years—that this type of project usually needs. The significant increase in domestic demand, Colombia’s forthcoming interconnection with countries with a power generation deficit, and a relatively slow project implementation process show Colombia’s sound energy market fundamentals and encourage visionary investors such as Century Energy Corporation to invest in this sector in Colombia.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
