Project scope and objective
IDB Invest considers providing a loan of up to US$35 million to C.P.S. Comunicaciones S.A.U. (“Metrotel” or the “Company”). Proceeds will be used to: (i) finance Metrotel’s fiber infrastructure deployment and other capital expenditure to expand and maintain its operations in Argentina; and (ii) refinance existing debt. The main objective of the project is to increase availability of high-quality fixed broadband services by supporting Metrotel’s growth plan.
Metrotel is an independent fiber operator in the country with a network comprising 6,400 km of high-quality metro fiber. The Company provides broadband connectivity, internet access and other ancillary services to more than 9,000 corporate customers. It is also developing a neutral Fiber-to-the-Home network, which can be used by multiple internet service providers in Buenos Aires Metropolitan Area and Greater Buenos Aires.

Environmental and social review
IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
