Project scope and objective

The objective of the Haiti Smart Meter Project (the “Project”) is to install and operate an electricity smart meter system including up to 100,000 smart meters, its associated facilities, and a pre-paid collection system. The Project focuses on areas in Port-au-Prince and is expected to improve the financial position of Électricité d'Haïti, the government-owned electric utility, by reducing commercial and technical losses.

With an estimated Project cost of US$15 million, the financing will consist of an A Loan to be funded by IDB Invest of up to US$4 million and a Blended Finance Subordinated Loan of up to US$8 million to be funded by a Blended Fund managed by IDB Invest which is subject to the availability of Blended Finance funds at the time of request of the funds.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.
