Project scope and objective

GSA is a Guatemalan company created in 2012 for the development, construction and operation of a run-of-river hydropower project with an estimated capacity of 10.65 MW, located in the municipality of Ixquisis, Department of Huehuetenango, Guatemala. The project will use the waters of the Primavera, Varsovia, and Palmira rivers, and it is expected it will generate around 44,300 MWh annually, using two Francis Turbines of 5 MW each and a Micro Crossflow Turbine of 0.2 MW. IIC funding will be used for the construction of the project.

Environmental and social review

IDB Invest conducts an environmental and social due diligence (ESDD) commensurate with the nature, scale, and stage of the project, and with its level of environmental and social risks and impacts. The ESDD will confirm the project E&S categorization and assess the project with respect to the client requirements in IDB Invest Environmental and Social Sustainability Policy. The results of the ESDD, including any identified gaps are described in the Environmental and Social Review Summary (ESRS) provided below. For projects approved as of 2016, any gaps with respect to IDB Invest's Environmental and Social Sustainability Policy at the time of the ESDD are addressed in the Environmental and Social Action Plan (ESAP) presented below, to comply with the date mentioned above.

IDB Invest sought to support Guatemala's efforts to significantly increase the weight of renewable energy in the energy matrix, reducing dependence on fossil fuels, promoting the expansion of run-of-river renewable energy, as well as the promotion of infrastructure. IDB Invest carried out a stakeholder engagement workshop with local communities in Huehuetenango, Guatemala on February 17th, 2023. This document contains the presentation that was used to guide the conversation during the meeting.
IDB Invest carried out the workshop "Gestión de Riesgos Sociales y Protección de Derechos Humano en Proyectos de Desarrollo" with public and private sector representatives in Ciudad de Guatemala, Guatemala on March 24th, 2023. This document contains the presentation that was used to guide the conversation during the meeting.
As part of the MICI Action Plan for projects Generadora San Mateo and Generadora San Andre, on its recommendation 29.7, IDB Invest contracted an expert regional firm to offer advise to the client on restoring physical spaces affected by the construction of the Projects or associated facilities, taking into particular consideration the potential environmental impacts and to the cultural heritage of the communities, in compliance with the applicable legal system.
