IDB Invest to Finance Corsan to Improve Water Reliability in Rio Grande do Sul
• The operation will contribute to cutting water loss across 317 municipalities.

WASHINGTON - IDB Invest will provide a loan for $825 million reais to Corsan (approximately $150 million) to reduce water loss and improve the efficiency of water services across Rio Grande do Sul, Brazil. As the state’s principal water services provider, Corsan will use the investment to modernize equipment, upgrade monitoring systems, and replace older sections of the network to improve the reliability of the service for homes and businesses.
By improving system performance, the initiative will strengthen service continuity statewide and help municipalities operate with greater stability, supporting daily life, enhancing competitiveness, and reinforcing the state’s long-term resilience in water supply.
The improvements will particularly benefit vulnerable communities through programs like “Vem com a Gente”, which formalizes connections in informal settlements and offers social tariffs for low-income households. The program also aims to reduce the financial losses due to the provision of services that are not billed to customers - non-revenue water - from 42.8% to 30% by 2033, improving operational efficiency and helping ensure more consistent delivery of treated water across the state.
IDB Invest will also provide technical support through an Environmental and Social Action Plan. This plan will help Corsan reinforce its internal systems, strengthen risk and emergency management, and improve engagement with vulnerable communities. It will also promote initiative that expand economic opportunities for women and enhance equitable access to essential services.
